You can reinstall your OS by installing Nokia Suite on your PC and connecting your phone to it via PC/OVI suite -
Then you can see the software update icon in which by clicking there you can find option for reinstalling the OS.
You mean to say installing Android OS on N8? I wont recommend you on doing so as there's high risk of your phone getting bricked.Instead,why not try theme your phone to look like Android as stated in above comments by Jay.
